Well, to explain the idea: Dan Aykroyd came to the idea for Ghostbusters by reading an article on parapsychology, the science of paranormal phenomena. His approach was to redesign the classical spook-story by changing the Genere from Fantasy/Horror to Science-Fiction based on parapsychology.
However parapsychology doesn’t necessarily lead to Ghostbusting – given, that the events shown in the Ghostbusters-movies were real, it could also lead to abuse of paranormal powers.
Who’s technologically able to imprison ghosts, might also be able to make them obey his commands, transfer their powers into his own organism, open multiversal cross-portals or even create artificial PKE.
The idea is to create a new kind of foe: The 21st Century’s evil wizard, i.e. high-tech sorcerer – or “Anti-Ghostbuster”.
A similar approach was already made with Yuri in the video game Red Alert 2.

As for the Anti-Ghostbuster, I would keep the idea of the “psychic beacon”, but change it into a device for controlling ghosts.
Other nova could be:
PKE-Extractor / PKE-Inductor
Devices which extract that psychokinetic energy (PKE) from ghosts and/or induct it into a human Being’s organism, resulting in giving it the abilities of psycho kinesis and extra-sensual perception.
Shandor machine
The machine at the top of 555 Central Park West was built in the twenties of the last Century, which implies that with more modern technology it could be reconstructed, or even improved and reduced in size. It’s logical if the evil buddy creates a new cross-portal to allow his minions to travel to earth.
ESP-Transmitter
A Device, that allows telepathic contact with extra-universal entities, working like a language computer or automated translator – just much better, since as it directly processes thought and not the spoken word, it’s able to cross the borders of time and space.
