I understand that I’m not the first to discuss this coat on this forum, but one of the only detailed discussions of this piece comprised of a couple posts in an ATC thread over five years ago.
Anyways, the coat appears to be made by Henry Cotton’s, with this model being manufactured in Italy and first sold in the US around 1988. Many have popped up on the web over the years, but here are a few good images of an example:
